The social economy, in all its diversity, unites the economic,
civil andparticipative aspects of society. However, its importance,
role and values are still ignored in many new Member States.
This plural economy made up of co-operatives, mutual societies,
associations and foundations constitutes more than 10% of the whole
European Union economy. Such enterprises, known as "enterprises of social
economy", contribute largely to the internal market, local & regional
development and social cohesion.This has often been underlined by the
various European Institutions.
Indeed, the social economy is an intrinsic mechanism of sustainable
development, based on solidarity, equity and reasoned acceptance of the
principles of a regulated free market. As examples, we can mention the
success of the co-operative banks, health mutual insurance companies,
social enterprises, associations, civic foundations, etc. Moreover, the
performances of the social economy can be seen beyond Europe and are also
expanding in Japan, the United States and Latin America.
Furthermore, thanks to its activities - which are neither under the
public sector, nor the for-profit private economic sector and which is not
guided solely by profit - the social economy has been for more than one
century a model of education for democracy allowing to meet the needs of
the citizens.
The particular character of the social economy is due to the fact that
it combines perfectly economic efficiency and social entrepreneurship. It
offers enormous potential within the framework of a modern and plural
social economy market. And this even more in an enlarged Europe where its
diversity, its forces and its know-how are assets to improve or preserve
the quality of life of all citizens. The social economy will thus play a
significant role in the success of the enlargement of the EU, which will
depend on the economic as well as social reinforcement of the new
democracies of Central and Eastern Europe.
During the first European social economy conference in Central and
Eastern Europe, "Praha Social Economy 2002", we could observe that the
enlargement of the EU meant both opportunities and new challenges for the
social economy. At this event, we stressed the importance for the social
economy enterprises and organisations in the Central and Eastern European
countries to be integrated in the European Union.
The objective of the European conference «Kraków Social Economy 2004
fits logically in a process of continuity of the actions and strategies
decided in Prague in 2002. The conference will give visibility to the
various forms of social economy in Europe and strengthen co-operation
between the social economy of Central and Eastern Europe and Western
Europe by debating topics such as: an appropriate legal framework; the
creation of a social economy development fund; the access of the social
economy in the East to the EU structural funds; sustainable local
development; co-operative banks and rural development; co-operative
entrepreneurship; etc. Last but not least, it will have to lead to a
process of recognition of the social economy by the new Member States as
interlocutors and fundamental partners for social and civil dialogue.
"Kraków Social Economy 2004" - organised under the patronage of the
Polish Government, the European Commission and other national Governments
- will bring together more than a thousand participants of the enlarged
Europe and the new candidate countries : citizens, the social partners,
representatives of social economy organisations, managers of social
economy enterprises, journalists, officials of the European Community
institutions, national Ministers in charge of the social economy,
delegations of national ministries of labour and social affairs, etc.
Let us also note that, parallel to the conference "Social Economy
Kraków 2004", - to the initiative of the "Troika of the Ministers" (Czech
- "Praha 2002", Polish - "Krakow 2004" and Luxembourg - "Luxembourg 2005")
- a major political event will be held under the form of a meeting of the
Ministers in charge of the social economy in all the countries of the
enlarged Europe.
