Article I

SECTION 1: I^egislative powers; in whom vcstcd:

Paragmph i: AU lcgislative powers heroin granted shall be vested in a Congress of the United States, which shafi consist of a Scnale and a House of Represcntatives.

SECTION 2: House of RepreseniaLives. how and by whom chosen, Qualifications of a Rcprcscntativc. Rcpresentatives and direct taxes, how apportioned. Enumeration. Vacancics to be fillcd. Power of choosin officers and of impeachment.

Poragraph l The House of Rcprc$cntativcs shall be composed of members chosen every sccond year by the pcoplc of thc several States, and the electors in each State shall have the qualifications rcquisitc for electors of the most numerous branch of the State Legislaturc.

Poragraph 2: No person shall be a Reprcsentarivc who shall not have attained to the age of twcnty-five years. and been seven years a Citizen of the United States, and who shall not. when elected, be an inhabitant of that State in which hc shall be chosen.

ParaGraph 3: Representatives and direct taxes shall be apportioned among the several States which maybc includcd within this Union, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including thosc bound for ser-vice for a term of years. and excluding Indians not taxed, threc-fifths of aU other persons. The actual enumeration shall be madę within thrcc years after the first mccting of the Congress of the United States, and within cvcry subsequcnt term of ten years, in such manner as they shall by law direct. The number of Rcprcsentatives shall not excede one for every thirty thousand, but cach State shaU havc at least one Representative; and until such enumeration shall be madę, thc State of New Hampshire shall be entitled to choosc three, Massachusetts cight, Rhode Island and Providence Plantations one, Connecticut five, New York six. New Jersey four. Pennsylvania cight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia thrcc.

Poragraph 4: When vacancics happen in the representation from any State, the Executive Au-thority thcrcof shall issue writs of election to fili such vacancies.

Poragraph 5: The House of Representatives shall choosc their Speaker and other officers; and shall have the sole power of impeachment.
