Polskie drogi wodne w europejskiej sieci transportowej - implikacje dla Bydgoskiego Węzła Wodnego

Streszczenie

Głównymi celami polityki transportowej jest promocja i zapewnienie zrównoważonego rozwoju. W tym względzie transport wodny śródlądowy uważany jest za przyjazny środowisku. Głównym celem artykułu jest zaprezentowanie roli transportu wodnego śródlądowego w europejskim systemie transportowym oraz identyfikacja barier w jego rozwoju w Polsce. Szczególną rolę zwrócono na Bydgoski Węzeł Wodny przez który przebiega Międzynarodowa Droga Wodna E-70. Rewitalizacja tej drogi, a także Międzynarodowej Drogi Wodnej E-40 jest szczególnie ważna dla rozwoju węzła i winna być jednym z głównych celów polityki transportowej kraju. Aktywizacja tej pierwszej została zainicjowana w 2006 roku poprzez podpisanie Deklaracji o Współpracy, a rok później Memorandum o rozwoju MDW E-70 przez marszałków 6 województw. Jednakże żadne działania mające doprowadzić do modernizacji wspomnianej drogi wodnej nie zostały podjęte. W dalszym ciągu rola transport wodnego śródlądowego w Polsce jest marginalizowana, a szlak Bydgoskiego Węzła Wodnego służy przede wszystkim ruchowi turystycznemu i to w ograniczonym zakresie.
