5.    The Secretary General reported that he had had continuing discussions with individ-ual engineers from Iraq about the possibility of forming a Society and

that the V-P N.America had had discussions with a Dominican group, but these had not as yet been finalised.

6.    The Secretary General was authorised to admit new members on behalf of the ISSMFE for a further 2 years.

7.    The Secretary General reported that Pakistan had had difficulties in paying their dues but that the fee for 1977 had been received. It was agreed that the earlier years in arrears should be overlooked.

8.    The Secretary General reported that he had written to Tunisia many times following their admission at the Moscow Executive Committee but that no reply whatsoever had been received. Nor had any dues been paid. Finally, he wrote in October 1976 that unless a reply was received by the end of the year it would be assumed that Tunisia was not a member of our Society and this action was approved.

The Tunisian membership was therefore annulled *

9. The Secretary General reported that the only country remaining in bad-standing was Colombia and it was agreed that no vote could be recorded for them.

10. The Secretary General reported that no members of the Chinese National Society would be attending this meeting but that he had had several discussions with officials from the Chinese Embassy in London about the problems relating to membership. He had now been invited to visit Peking and hoped to do so during the coming year.

11. The membership at July 1977 is shown in Appendix 1.

12. Further to Minutę 21 of the Istanbul meeting, the President summarised the actions taken by himself and the Secretary General to carry out the wishes of the Executive Committee and told how further advice had been sought from each National Society as to how to proceed when it was found that the F.R.G. could not act as host. A large majority of countries were in favour of continuing with the Tokyo Conference if South Africans and Rhodesians could be admitted, or of leaving it to the President in consultation with the Officers to make the best arrangements he could.

The Secretary General had had discussions with Japanese Government representatives on this subject and a means of providing entry for South Africans appeared possible

8.    Le Secretaire General declare qu'il a ecrit a la Tunisie a de nombreures reprises depuis son admission par le Comite Executif de Moscou, mais qu' aucune reponse n’a jamais ete reęue. ainsi qu'aucune cotisation. Finalement, il a ecrit on Octobre 1976 que, 3 default d'une reponse reęue avont la fin de 1'annee, il serait admis que la Tunisie ne serait pas membre de notre Societe. Cette acte a ete approuve et la participation de la Tunisie a par consequent ete annulśe.

9.    Le Secretaire General declare que le seul pays restant debiteur est la Colomble et son droit de vote lui est supprim§.

10.    Le Secretaire General declare qu'aucun membre de la Societe Nationale Chinoise n'assistera cl cette reunion, mais qu'il a eu plusieurs discussions avec des representants officiels de 1'ambassade de Chine cl Londres sur les problemes relatifs 3 la participation. II a depuis ete invite 3 Pekin, et espdre pouvoir repondre S cette invitation l'an prochain.

11.    La listę des membres de la Societe Internationale, en juillet 1977, est indiquee a l'Annexe 1.

12.    Suitę 2 l'article 21 du proces-verbal de la reunion d'Istanbul, le President resume les actions entreprises par lui-meme et le Secretaire General pour satis-faire les demandes du Comite Executif.

II indique comment chaque Societe Nationale a ete invitee a donner son avis sur la conduite & suivre quand il est apparu que la R.F.A. ne pouvait pas organiser le Congr^s. Une large majorite de pays s'est degagee pour poursuivre la preparation du Congrds de Tokyo, a condition que les Sud-Africalns et les Rhodesiens puissent Stre admis, ou pour s'en remettre au President qui, aprds consultation du Bureau, prendrait les decisions qui s'imposent.
